Cost-or-pricing data sweep support

A small, forkable project that does one job end to end. Run once for real, and every figure on these pages captured from that run.

The business caseThe problem this solves

A proposal has been certified, and before it is submitted somebody has to sweep every cost or pricing item on it: is the value that was disclosed still what the records on file say, as of the certification date? The answer is never on the surface of the file. A later record may be for another revision of the part, another quantity basis or another labour category; it may be a budgetary estimate rather than a price; it may have been withdrawn by the supplier, or superseded, or its stated validity period may have run out; it may be dated after the certification date, in which case it is not what was current then. The desk's own sweep tool auto-populates a view by taking the latest-dated record naming the item and the latest note on the file, and on 41 of these 64 files that view reaches a different finding, a different record or a different value than the procedure does over the true record. Somebody reads the records. Reading every source record on a sweep file against the certification date — its revision, its quantity basis, its labour category, its status wording, its stated validity, whether it was withdrawn or superseded — then setting the surviving record's value against what was disclosed and looking for an estimating note that dispositions the difference. It does not replace the disposition, the correction, the resubmission or the certificate.

Audience

The estimating and pricing compliance analyst who runs the sweep, and the estimating lead who dispositions anything the sweep finds changed. Neither of them is the authorised official, and neither of them certifies anything. Every number on these pages came from one real run of this code, not from a vendor page.

The inputThe actual cost-or-pricing sweep files

The corpus is 64 cost-or-pricing sweep files, 0.15 MB (json 4 · jsonl 1 · md 2 · txt 64). Because a cost-or-pricing sweep fails on WHICH record governs, not on the arithmetic. The generator writes, for every file, records that look like the answer and are not: the same part at another revision, the same item at another quantity basis, another labour category, a budgetary estimate, a record withdrawn after issue, a record superseded in full, a validity period stated as days from issue, and a record dated after the certification date. 51 of the 64 files carry at least one record the procedure rules out, 68 in total. A reader who takes the latest-dated record is wrong on 41 files.

The outcomeWhat a good result looks like

Each sweep file gets one row: the finding from a closed list of four — UNCHANGED, CHANGED-DISPOSITIONED, CHANGED-NOT-DISPOSITIONED, CURRENT-RECORD-NOT-ON-FILE — the record the procedure lands on, that record's value written as the file writes it, the change against the value disclosed at proposal, the estimating note that dispositions it, the next step from a closed list of three, and the record ids the finding rests on. A person reads the row and decides. Nothing here dispositions, approves, submits or certifies.

And when it cannot

⚠︎ THE HEADLINE IS A PAIR AND THIS KIT TIES ONE HALF OF IT. Rechecked, the paid call finds 26 of the 30 key changes — which is exactly what the free desk-tool view finds, a TIE and not a lead — and raises 1 false change of 34, which beats the tuned regex's 4 and the tool view's own 27. On the whole row it takes 50 of 64 against the best free arm's 46. Scored against every free arm this kit ships across 20 slices it is ahead on 4, level on 6 and BEHIND on 10, and not one of the 20 is separable at .05.

Where it fitsWhat did work

  • A desk that already has a rules engine over its own record list — the free domain arm, and spend nothing
    The floor of record gets 44 of 64 whole rows and 24 of 30 changes for $0.00, and the paid call's whole-row lead over the best free arm is 4 files — not separable on 64 files at .05.
  • A desk whose records carry withdrawal, supersession and validity sentences nobody has written rules for — the paid call, and read the per-cell table first
    The two cells a call can separably move are current_record (51 of 64 against the best free arm's 46) and disposition_ref (58 against 53). Those are exactly the sentences a rules engine has to be written for one form at a time.
  • A desk that needs the sweep not to raise changes that are not there — the paid call, with the false-change count beside it
    1 false change of 34 against the floor of record's 11 and the desk tool view's 27. That is the half this kit wins outright.

And where nothing here is good enough:

  • Anything where a certificate, a threshold or a delegation is the output — neither, and not this kit
