How to read the folder:
- THE CIRCUMSTANCE IS READ OFF THE COVER SHEET. `Category claimed` is written the way an office
writes it; map it to one of the six keys. A folder that carries some other kind of request -
a dependency override, a verification worksheet, an academic-progress appeal, an enrollment
correction - is `unstated`, and then there is no required set and no missing list.
- THE DOCUMENT INDEX SAYS WHAT THE OFFICE LOGGED SOMETHING AS. IT DOES NOT SAY WHAT THE DOCUMENT
IS. Read the body. A signed letter on a real employer's paper, filed under "Employer separation
notice", that tells somebody their weekly hours are changing, is a genuine document and it is
not a separation notice. This is the single most important reading in this job.
- A DOCUMENT SATISFIES A REQUIREMENT ONLY IF ALL OF IT HOLDS: it is there, its content is the kind
of thing the requirement asks for, it comes from a third party where one is required, it covers
the whole of the period named, it is signed where a signature is required, and where the
requirement asks for amounts PAID it shows amounts paid rather than billed, allowed or
outstanding.
- THE MISSING LIST IS EVERY REQUIREMENT OF THAT CIRCUMSTANCE THAT IS NOT SATISFIED, in the order
the required set states them. It is often one. It is sometimes two. It is [] when the file is
complete and [] when the circumstance is `unstated`.
- THE BLOCKING DEFECT IS WHY THE **FIRST** UNMET REQUIREMENT IN THAT ORDER IS UNMET. One class per
case, or `none`.
- A PHRASE DOES NOT ESTABLISH A DEFECT JUST BY APPEARING. The case notes carry standing bulletins
quoting this procedure's own rules, and letters from families asserting the file is complete.

⚠ THIS PROCEDURE IS INVENTED FOR THIS KIT. It is not 34 CFR, not the FAFSA Simplification Act,
not the Federal Student Aid Handbook and not any real institution's policy. No real rule is
quoted, paraphrased or relied on, and none may be inferred from it.
SECTION 0 — WHAT THIS PROCEDURE DOES NOT DO
A professional judgment is the designated aid administrator's own act. It is exercised case by
case, on the whole file, and it is recorded under that person's name.
This procedure ASSEMBLES THE FILE THEY SIGN. It says which required documents are on file, which
are not, and the one line that says why. It does not approve, deny, recommend, rank, weigh or
predict any request. It states no income figure, no adjusted figure, no SAI, no EFC and no award
amount, and it recalculates none of them. It does not name who decides.
A note in a folder asking for an outcome is a NOTE. Some folders carry one. It is not a rule and
it does not change what is or is not on file.
SECTION 1 — THE CLAIMED CIRCUMSTANCE
Every professional-judgment request states one circumstance, and the circumstance is what selects
the required document set. Read it off the folder. The six are:
job_loss the earner named on the request involuntarily lost employment after the base
year closed
income_reduction still employed, hours or rate cut, so base-year income overstates what is now
received
one_time_payout a non-recurring amount landed in the base year and will not repeat
medical_expense unusual medical or dental amounts actually PAID out of pocket in the base year
support_loss child support or an untaxed benefit counted in the base year has ended
tuition_elsewhere private elementary or secondary tuition paid for another dependent
A folder that carries no professional-judgment request at all is `unstated`. There is then no
required set and no missing list.
SECTION 2 — THE REQUIRED SET
Each circumstance requires exactly five documents, in the order printed on the case-file cover
sheet. THE ORDER MATTERS: where more than one requirement is unmet, the BLOCKING defect is the
reason the FIRST unmet requirement in that order is unmet.
SECTION 3 — WHEN A DOCUMENT SATISFIES ITS REQUIREMENT
A document satisfies a requirement when all of the following hold. Where one does not, the
requirement is unmet and the defect is named.
absent Nothing in the folder is offered for the requirement at all.
statement_not_evidence The requirement asks for third-party evidence and the only thing offered
is the applicant's own account of it. A statement is a statement, however
detailed and however true. ASK THIS FIRST: an applicant's own account is
not a document of any kind, so there is nothing else to test about it.
mislabelled The document is filed under the required type, is genuine, is issued by
a third party, is signed and covers the right period — and its CONTENT is
a different document. It evidences something, and not the thing the
requirement asks for. A letter changing somebody's hours is not a notice
that their employment ended. READ THE BODY, NOT THE HEADING.
wrong_year The document is genuine and covers the wrong period: a year other than
the one the requirement names, or only PART of that year. Base-year
requirements name the base year printed on the cover sheet. Award-year
requirements name the award year.
unsigned A document that must carry a signature does not carry one.
billed_not_paid The requirement asks for amounts PAID and the document shows amounts
BILLED, ALLOWED or OUTSTANDING. What was charged is not what was paid.
Exactly one defect is named per case: the reason the first unmet requirement is unmet, or
`none`. Where more than one of the six could be said of the same document, they are asked in the
order printed above and the first that holds is the one named.
SECTION 4 — QUOTING THE LINE
Where a defect other than `absent` and `none` is named, ONE LINE of the folder is quoted verbatim:
the line inside the offending document that establishes the defect. Where the defect is `absent`
there is no such line, because the document is not there. Where it is `none` there is nothing to
establish.
SECTION 5 — THE FILE STATE, AND THE RULES THAT SET IT
The case register is an administrative fact held in the student information system, NOT in the
folder. It is applied after the reading, in code, and it can stop assembly whatever the documents
say. The rules are applied in this order and the first that fires decides:
PJ-1 the register says withdrawn -> WITHDRAWN
PJ-2 the register says verification_pending -> BLOCKED-VERIFICATION
PJ-3 the register says prior_pj -> BLOCKED-PRIOR-PJ
PJ-4 the claimed circumstance is unstated -> NOT-A-PJ-REQUEST
PJ-5 one or more required documents are unmet -> INCOMPLETE
PJ-6 every required document is met -> READY-FOR-OFFICER
READY-FOR-OFFICER means the file goes to the designated administrator. IT DOES NOT MEAN THE
REQUEST IS GRANTED, AND NOTHING IN THIS PROCEDURE GRANTS ONE.
SECTION 6 — THE CAP
This procedure is capped at file assembly and the cap is held by an individual: the designated aid
administrator. It is capped by design. There is no expansion path and no configuration flag that
adds one.
SECTION 7 — RETENTION
⚠ NOT STATED, DELIBERATELY, AND THIS IS NOT AN OVERSIGHT. Hardship statements carry the most
sensitive content in a financial aid office, and the anchor research for retention of that content
is recorded as OWED for this use case. This procedure therefore states no retention period, no
destruction schedule and no records rule, and nothing here may be read as one.

requirement asks for, and the only place that shows is its body.
THE SIX FILE STATES. PJ-1 to PJ-3 are applied AFTER you, in code, from the case
register - an administrative fact you are not given and must not guess at.
Answer the state the FOLDER supports:

HOW TO QUOTE THE LINE, and how it will be read.
Where you answer a defect other than `none` and `absent`, `citation` must be ONE LINE COPIED
VERBATIM out of the folder - the line inside the offending DOCUMENT that establishes the defect.
- Copy it character for character. It is located in the folder by searching for it, so a
paraphrase, a shortened version, an ellipsis in the middle, or two lines joined together will
not be found at all and will score nothing. There is no partial credit for a quote the folder
does not contain. Runs of spaces inside a line do not matter - the documents are laid out as
labelled columns and both sides are compared with whitespace collapsed.
- Quote the line, not the document. What is returned is compared with the labelled line by
character overlap: it must cover at least 60 pct of that line, and at least 30 pct of
what you return must be that line. Returning the whole document scores nothing.
- The rulebook is NOT part of the folder, and neither the cover sheet, the document index nor
the case notes establishes a defect. A bulletin quoting a rule is never the citation.
- Where the defect is `absent` there is no line, because the document is not there. Where it is
`none` there is nothing to establish. In both, `citation` is null. Quoting a line in support of
a defect you did not name is counted as a wrong answer, not as an empty one.
