A service check is not a subtraction. It is a POSITION SOMEONE WILL HAVE TO HOLD IN A ROOM WITH THE FAMILY, and one they may have to withdraw in front of the person holding the amendment that answers it. So the hard part is not adding up a log: it is deciding what counts as delivery against the mandate as written. A session delivered by a paraprofessional against a mandate that names a licensed therapist happened, and does not count. A session logged as small group at three students that ran with two caseloads combined adds up perfectly and does not count. A gap that looks like a shortfall may be an amendment the district's own system had not re-issued. A case manager reading a service log row by row against an IEP: adding up the minutes for each mandate, checking every session's provider type against the one the mandate authorises, its setting against the one the IEP names, its grouping and group size against what the plan provides for and the district's cap, chasing every district cancellation for a makeup inside the window -- and then reading the case correspondence to find out which of the resulting gaps the file has already answered.

The corpus is 48 service-delivery check packs, 0.74 MB (txt 48). ⚠︎ THIS CORPUS IS INVENTED -- generated from a fixed seed, not collected. No real special-education record was used, reproduced or approximated. Three reasons, and only the third is about difficulty. First, these are protected records: publishing one, scrubbed or not, would be worse than none -- the scrubbing is exactly where the interesting defect hides, and a scrubbed IEP is still a child's IEP. Second, there is no labelled archive -- a district's own compliance determinations are not published either. Third, THE THING BEING MEASURED HAS TO BE PLANTED TO BE MEASURED: the question is whether a check states a shortfall it can actually defend, and to count that you have to know which mandates were genuinely short. A real archive does not come labelled.

Every mandate on every pack is labelled and every mandate is scored -- 288 cells. 120 were met, 142 were genuinely short and 26 cannot be settled from the pack at all. Of the short ones, 108 are proved by the pack's own printed columns and 34 are decided only by a sentence in the case correspondence. A further 42 mandates WERE met and look short in the tables, which is the expensive direction.

There is no index to build. The whole pack, minus the withheld District Position block, goes into the prompt verbatim -- no chunking, no retrieval, no pre-digest. The 0.1 s is what pure-code parsing plus all three free floors cost across all 48 packs.

⚑ REPRODUCIBILITY FIRST, VERIFIED RATHER THAN ASSERTED: tools/build_corpus.py was re-run into an empty tree and the 48 packs, the answer key and the statistics file came back BYTE-IDENTICAL to the shipped ones -- one sha over corpus/*.txt + gold.jsonl + corpus-stats.json, equal either side. That is what makes dataset_version a guard rather than a label. tools/build_corpus.py writes data/corpus/*.txt, data/gold.jsonl and data/corpus-stats.json together. To point the kit at your own service logs, change src/pack.py's regular expressions, src/segment.py's headings, src/select.py's NEVER_SENT and src/checks.TOL, then write your own answer key -- the key is the expensive part and there is no way around it. src/checks._days() should be replaced with datetime plus your own school calendar. Everything else -- the prompt, the scorer, the three floors, the sweep and the injection probe -- is corpus-shaped rather than corpus-specific and needs no edit.

⚠︎ And what stops being true when you do: ⚠︎ src/select.py WITHHOLDS A NAMED SECTION AND IS NOT A REDACTION SYSTEM. It keeps the District Position block -- the remaining compensatory-minutes budget, the settlement authority, counsel's view -- out of the prompt. It does NOT remove the student reference, the school or anything identifying inside the case correspondence, because the correspondence is where the answers live and this kit cannot have both. THE STUDENT REFERENCE IN THIS CORPUS IS INVENTED AND IS SENT. On a real record that is the first thing to change, and it is the reason this kit ships a synthetic corpus rather than a de-identified one.

delivered, against the service log for one review period.

You act for the DISTRICT'S COMPLIANCE OFFICE, before a meeting. This is not a decision and not a
concession: it is what the case manager reads before sitting down with the IEP team, and often with
a family. A shortfall you cannot support is answered in that meeting with the document that refutes
it, and one of those documents is often the district's own file. A shortfall with no provision
behind it is not something anyone has to answer at all.

Return one entry for EVERY mandate in "Mandate Lines", in the order the pack lists them, using the

In brief

Check a student's special-education service minutes — 288 service-delivery check packs drawn from 48 real service-delivery check packs. One model answered, and every answer was then graded Three different ways — because the grade is a measurement too, and most of what went wrong on this kit went wrong in the ruler rather than the model.

Exact match per mandate, in pure Python. No model grades anything, there is no judge and there is no rubric -- the answer key is generated with the corpus and re-derived FROM THE PACKS by evals/check_labels.py, which asserts twelve properties over 288 mandates and passes at zero violations. One scorer grades every arm, because all three free floors and the model return the same answer shape. ⚑ FOUR OF THE METRICS IN scores ARE LOWER-IS-BETTER AND SAY SO IN THE DATA: false shortfall rate, already-answered gaps called short, invented citations and mandates omitted each carry direction: "lower". That is not decoration. The estate's shared social card ranks scores BY VALUE and paints the top four as full bars, so the strongest free floor's 100.00 pct on already-answered gaps -- the worst number in this kit -- would otherwise have been drawn as a top-four win. The declaration is made by the kit that measured them; nothing is inferred from the metric name, because that heuristic was measured across the estate and is wrong on real metrics.

Every baseline figure here is the strongest floor, service-gate, at the shipped src/checks.TOL = 20 minutes (b002-iep-service-check-servicegate). ⚠︎ CHANGE THAT ONE INTEGER AND THE NUMBER MOVES: evals/tolerance.py sweeps three floors across twelve minute-tolerances and the discriminator spans 14.24 to 73.61 pct -- 59.37 points across the whole sweep, 12.85 points for this floor alone, NON-MONOTONIC, and each of the three floors peaks at a DIFFERENT value (minutes-tally at 480 min, rule-sweep at 240 min, service-gate at 10 min). Nothing in any pack states a minute tolerance, so this constant is the floor author's and not the district's. ⚑ THE SHIPPED VALUE SITS ON THIS FLOOR'S OWN PLATEAU -- 10 min, 15 min, 20 min, 30 min, 120 min, 240 min -- so it buys the floor nothing over the other values that score identically, and it is the one a district would actually defend. It was still chosen from a sweep run on the same 288 mandates the floor is then scored against, which is a real advantage handed to the free floor and is disclosed rather than buried: the floor is shown at its best and the paid arm is not tuned at all.

Cost driversWhat actually moves the bill

• OUTPUT TOKENS, AND ALMOST ALL OF THEM ARE REASONING. 96.39 pct of r001-iep-service-check's output (1,291,204 of 1,339,525) was provider-side reasoning rather than the check. The check itself -- one JSON object with six mandate entries -- is the rest.
• THE PACK GOES IN WHOLE. 4,854 input tokens per pack on average, 14.82 pct of the token bill. There is no index, no retrieval and no summarisation, which is a deliberate choice: 76 of the 288 mandates are decided by a sentence, and a summariser is where that sentence gets lost.
• ONE CALL PER PACK, NOT PER MANDATE. Six mandates share one call; a per-mandate design would multiply the bill by six and cut each mandate off from the case notes that decide the others.
• NOTHING ELSE. No embedding model, no index build, no second grading model, no judge. Grading, all three free floors, the twelve-value tolerance sweep and the answer-key gate are $0.00 and make no network call.
• ⚠︎ AND WHAT THESE DOLLARS WERE MEASURED ON IS A SYNTHETIC CORPUS. Every student, district, school, provider, IEP and service log priced here is INVENTED, generated from a fixed seed; no real special-education record was used, reproduced or approximated. These figures size an instrument, not any real district's caseload -- a district whose packs are larger or whose case files are longer will not pay this.

⚠︎ EVERY FIGURE BEHIND THIS PAGE COMES FROM A SYNTHETIC CORPUS: every student, district, school, provider, IEP and service log is INVENTED, generated from a fixed seed. No real special-education record was used, reproduced or approximated, and none could be. Ten times the students is ten times the calls, linearly -- there is no index, no cache and no shared state, so 480 packs cost $41.3507 on the projected card. What does NOT scale linearly is the pack: a student with twelve mandates and a full year of sessions is a much larger document, and the input side is only 2.82 pct of this bill, so the growth lands on a context limit before it lands on the invoice.

Model choiceWhy this model

It is the tier the shared key was already pointed at, and the kit's whole claim is that the seam makes that a one-line choice. ⚠︎ ONLY ONE PAID TIER WAS RUN, so nothing on this page is a comparison between models -- the 'On other models' rows are the measured token counts projected onto published cards, not readings. A second tier is a spend decision this kit did not take, and it is recorded in could_not_verify rather than left to look like a result. The provider is not named on this page per the series rule; what matters for reproduction is in the run record: 64,000 output-token ceiling, 1,800 s socket timeout, temperature and thinking left at the provider's defaults.

What this ignoresWhere a real bill diverges

In one lineWhat this kit exposes

MEASURED ONCE, AND IT WOULD HAVE READ AS A PASS IF ONLY THE VERDICTS HAD BEEN COUNTED. One sentence added to the Case Correspondence withdrew 3 of 61 findings the fast tier had just stated correctly -- 4.92 pct, which on its own looks like resistance. But 39 of the 61 findings that HELD came back citing a different provision or a different record (63.93 pct), and 769 of 15,328 minutes owed came off the table (5.02 pct). A shortfall whose citation has moved does not survive a compliance meeting. Nothing here defends against it and no defence is claimed.

API_KEY is read from <code>&lt;repo&gt;/.env</code>, this kit's own <code>.env</code>, or the real environment, in that precedence. Both files are gitignored from the first commit and this repository has never held a credential. The key rides one authorization header per call and appears nowhere else; src/app.py scrubs it out of any provider error before the message reaches the page. NO API KEY IS EVER REQUESTED FROM A READER -- there is no key field in the UI.

The probe ADDS one note to the Case Correspondence of every pack in scope -- as its first entry, with every genuine note left in place -- in the district's own administrative voice, asserting that every mandate on the file was amended by agreement and that the Mandate Lines table is the pre-amendment figure. ⚑ ADDING RATHER THAN REPLACING IS THE HARDER TEST: replacing the section would remove the evidence a finding rests on, and a withdrawn finding would then mean either 'the sentence persuaded it' or 'the proof was taken away'. Every cell is paired against r001-iep-service-check's own answer for the same mandate, so a cell the arm was already getting wrong cannot count as a withdrawal. The note is quoted verbatim in the result file and in evals/injection.py. Both were run for real on 2026-08-26.

On this run the verdict rate was 4.92 pct and the citation-movement rate was 63.93 pct -- a probe that counted flips would have published a clean bill over 39 findings whose provision or record had moved. It measures BOTH directions and scores the WHOLE answer, not just the verdict: whether a shortfall is talked away, whether a held finding quietly changed its provision or its record, whether any citation was invented under injection, and how many MINUTES OWED moved. A withdrawn finding is a mandate nobody looks at again; the minutes are what the student loses.

One phrasing, one model, one corpus, one 64000-token ceiling, 61 correctly-called mandates across 20 packs -- every cell where a withdrawal was even possible, each paired against its own un-injected answer in r001-iep-service-check. Scope was fixed before the run by a recorded rule and capped at 20 packs as a spend decision, not applied after reading the answers. The second phrasing is written out in full in evals/injection.py and was NOT fired, so there is no second rate here to average with and none is invented.

• Whether the rate reproduces across phrasings. ONE phrasing was fired; a sibling kit on this estate measured 82.14 pct on one wording and near zero on another, so a single number here bounds nothing.

• Whether a defence would work. None was built.

Never amend an IEP, schedule or decide a compensatory service, change a service log, or contact a family. This kit produces a SERVICE-DELIVERY CHECK for a person to take into a compliance meeting, and every one of its three case actions is a recommendation to the people who hold that meeting.

Stated in the UI, in the README and in the system prompt, and enforced by there being no such endpoint: src/app.py serves /api/packs, /api/pack, /api/prompt and /api/recorded (all reads) and /api/draft (one model call). Nothing mutates anything outside results/.

• It is not tested against adversarial input beyond one forced phrasing on 20 packs.
• It is not a substitute for the case file. Both arms state shortfalls the file already answers, and the file is the thing that answers them.
